Presentation:

European cinema is one of the best indicators of cultural diversity in Europe. State aid in this sector is primarily the responsibility of Member States. The European Union does, however, assume an important role: through the regulation and control of this sector, it aims at encouraging the distribution of European films whilst ensuring the respect of treaties.

The European Audiovisual Media Directive (AVMS Directive) leads Member States to take measures to foster video on demand (VoD) services to promote European films. This Directive was adopted in 2007. The first part of the seminar will represent the opportunity to take stock of the implementation of such measures. It shall also enable experiences to be shared between the various professionals working in this sector.

Although this is the case, the promotion of European films presupposes that such films do indeed exist. The vast majority of European films would not be able to exist were it not for considerable financial support which they receive from Member States and some Regions. European Institutions favour such initiatives but must also ensure the respect of competition regulations. In order to clarify the whole situation, in 2001 the European Commission published a guideline text, commonly entitled the “Cinema Communication”. With a view to the forthcoming expiry of this communication in 2012 and the adoption of a new text, the second part of the seminar will invite producers, broadcasters and members of public institutions to share their viewpoints on the following themes:
- The importance of state aid at all stages in the production and distribution chain of a film, from writing to screening;
- Cinema, the crossroads between culture and industry.

The seminar shall be held in Mons on 4, 5 and 6 July where participants shall be hosted in various prestigious locations including the City Hall (Hôtel de ville), the Théâtre royal, the Museum of Contemporary Arts (MAC’s) and also the Théâtre Le Manège.
